In an exclusive for Conservative News Site, a criminal alleged to scam Local Authorities of Council Tax payments has been spotted loitering in Reading, Berkshire.
He’s accused of running protection networks as well as fake private members clubs to benefit Authority staff and elected members that facilitate his crimes.
