This tie of string was found on St James’ St, in central London. It refers to the efforts of the perpetrator, a man known as “Boater”, who participates in maritime-related crime, crimes involving water supply, and further water-based activity.
It’s suggestive of his links into Journalism, as well as his agenda to make its activity here meaningless. Although he’s believed to have presented a threat previously, there’s no present threat to the public.
