An attack on low level military installations is called a “Monkey Rope” attack. It targets random personnel but if incessant it can reach into a unit to cause havoc in its operations.
The suspects research those that work at sensitive sites. They profile as many as they find and manipulate their way around to find things worth looking into.

It’s mostly used to sabotage but it also enables an adversary to steal from people. It can lead to budgetary losses or even theft of equipment.
However, it’s not enough to target our most sensitive sites. These are not possible to penetrate easily. A lot of efforts are repelled by information given in basic training.
