The 9/11 attacks in New York City have gone down as a terrorist incident, but it’s now believed by some experts that it may be a crime event of global proportions by design and by intention.
It’s not a small change in definition because it opens up the possibility of analysing it from many more different angles. By example, it’s believed Kofi Annan – the UN Secretary General at the time – had been an initial target of the attackers.
It’s been suggested he was due on a visit that morning in one of the towers. It cannot be confirmed, but if this is true, it goes someway to proving it was intended as a crime event in the first place. 
The intent to cause worldwide havoc is far removed from local issues that are used in justification. In addition, it throws up the question of what purpose it had if it sought to divide international relations.
The clear lesson is that security matters have a lot of complexities that take time to understand and that the essential function or purpose of any legitimate activity needs a lot of protection besides.
