He’s alleged to research ports and some Naval dockyards, and other sites of interest to UK maritime activity.
It’s believed Russia is spying on Navies and surveying all sea routes. It may have an economic aspect to it.
It’s thought to relate to sabotage, and not to new business or commercial activity. Russia is known to antagonise this.
