  • The deeper roots of crime need looking at

    I was in America when I learned about a particularly virulent form of criminality that’s more a subject matter than a real practice. However, its existence is indicative of deeply serious problems in the human psyche, even in a developed country like the United States of America.

    It’s a format I’d heard of before, and even heard said by those in the know needed to be investigated. In the months I spent in New England, it became clear that what I had discovered related directly to this. It explained what it was and why it had caused so much concern to people.

    I had already begun to suspect that something was amiss shortly after I stepped foot in the local town where I stayed. There was a suspicious feeling in the air that I had felt before in England. It was a sort of hint of a criminality that might come to the surface if I looked for it. I had also hoped it wouldn’t look for me, first.

    This sixth sense is something I’d used in other contexts. It helped me to begin a search in an unfamiliar environment, and I soon found what I was looking for. I discovered banks of laptops setup by ‘researchers’, so-called, all of whom looked like ex-Police and Military types. They were working on a secretive project.

    I knew it wasn’t top secret, and I probed around for information on what it was. The two words that came up were “Codex” and “Ledger”, and both related to terms used in crime circles to describe records. The former is a top-tier Database and the latter is a Dataset. They work by combing their mutual information and by training each other on it.

    I later found out that the data on each is compromised of original, self-authored tips and tricks for criminality and lawbreaking. It enables more realistic, concerted activity by criminals than random acts or the opportunistic chances that we’re used to hearing of in popular fiction or in the news media.

    This made me wonder at modern law enforcement and what it really needs to become. I knew that neighbourhood patrols achieve a limited set of results, but this showed much more is necessary to keep us all safe. The effort of some requires a serious response by the rest of us.

    The UK Police isn’t as unified as some think it is, and it’s usually thought so because of coordinated campaigns to raise complaints to an unusually high level and also to even protest its existence. It’s not possible to reform the Police overnight – or even to do it in two years, for instance.

    This makes it a complex network of interests, a mix of competing persuasions and passions in lawmaking and the execution of warrants and the success of arrests.

    In this context, a number of uniquely placed officers began to measure how they might “turn the tide” on criminal harassment cases, as one put it, and “put an end” to the “abuse” of people “simply doing their job” to protect society from “eternal losers” like Journalists, legal staff, and others involved in regulation.

    Its inception came after the death of a former Princess of Wales, Lady Diana, in 1997. They thought it too much work to involve themselves in these types of investigations, since they knew a lot of harassment had preceded the passing of the famous humanitarian and former Royal figure as the first and former wife to Prince Charles, now King.

    It put them off having to do it, so they decided to try to prevent the Police from having to look at it. The protests that began soon after in some parts of London because of allegations of abuse suspiciously enabled these official figures to begin their work.

    They started by meddling in paperwork compilation. They also filed false reports about “obsessiveness” by those looking into harassment. Finally, they briefed against lawyers at work on the issue in UK courts.

    It engineered logjams in cases reaching courts in the first place and actually helped to establish many more criminals to either include harassment in their activity or start their own campaigns.

    The Police is a single idea in many different roles. The legislation going into it helps to keep its shape. However, it’s still easy to second guess it. It’s also easy to manipulate its purpose. It isn’t always safe or always effective.

    An example is “False Report”. Their idea was to make up their own impression of the UK to use to break the law. I tracked an Officer to Reading in 2010 and saw him doing it. He loitered in a Police car in a car park to make records.

    He sent notes to a contact in a Bristol-based office. They had plans to rent more space. The tasks involved making scripts for telephone calls. They mocked up legal letters. They kept lists of addresses for hit jobs to keep it all safe.

    I spoke to a Police investigator who monitored their activity. He called it the worst crime he’d ever seen. It’s believed large areas were struck. The involvement of other criminals meant the work to shut it down took so much longer.
